Leith Links Community Council, Monday 25 September, 6:30pm, online – re Daltons Scrapyard plans

The next meeting of the Leith Links Community Council will be held on Monday 25 September at 6:30pm. This meeting will be online (MicroSoft Teams).

The meeting will be held jointly with Leith Harbour and Newhaven Community Council and the main business of the evening will be a presentation from Orbit Communications, Scott Hobbs Planning and 56three Architects about the proposed redevelopment of Daltons Scrapyard ((52/66 Salamander Street, EH6 7LA) into a ‘mixed use development comprising purpose built student accommodation, residential (build to rent), retail/commercial space and associated works’

This is part of the preliminary consultation that developers are obliged to hold prior to lodging an actual Planning Application. (The Proposal of Application Notice (PAN) was lodged on 7th August and there is a 12 week minimum consultation period following that, so we can expect to see the full application around October.)

Death of Her Majesty the Queen: Disruption in city centre

Good morning,

Buckingham Palace announced the death of Her Majesty The Queen yesterday. A range of ceremonial events are planned to take place in Edinburgh and the Royal Household will confirm plans for events in the coming days.

We’re working with The Scottish Government and Police Scotland on plans to accommodate large crowds of visitors to the city who wish to pay their respects and attend the events.

We expect significant disruption in the city centre, and we want to advise you, and the residents and businesses in the Old Town, about road closures and changes to some services that may impact you, and your stakeholders, and access for deliveries to businesses and homes in the area.

Some of the services that will be affected include changes to parking, public transport, bin collections, some city centre school closures and diversions. Please visit our website to find out which services are impacted and how this will impact you and your stakeholders. We will keep it updated with the latest information as it becomes available. Please check it regularly for updates.

LEITH CONSULTATIONS

Just like when you’re waiting on a 16 bus stuck in a traffic jam three arrive at the same time.

The City Council have added three really important consultations for the future of Leith to the consultation hub on the city council webpage.

LEITH CONNECTIONS PHASE 3

Leith Connections: Phase 3 west – east proposals – City of Edinbu

Leith Connection Phase 3 has some lovely graphics including one of Salamander Street with a new cycle lane and narrowed road space for cars and trucks that I’m sorry to say do have to use our roads every day on one of the main arterial routes East to West through the city.

I also find it strange that the graphic doesn’t show the CPZ plan for the same route which had permit holder and pay and display parking on Salamander Street at the same view in the graphic so I do wonder IF these teams actually communicate with each other.

The Leith Connection Phase 3 consultation is open until 17 July so please, please make your thoughts known.

 

ETRO Go Home?

The next consultation is on ETRO which we may remember in a previous life was known as Spaces for People. Love it or loathe it,  the road coning and closures project introduced to make streets safer for cycling, walking and wheeling during the pandemic is now finally up for public consultation. This is your opportunity to comment on the future plans. Do you want them kept or ditched? Have your say now or you could be stuck with them permanently.

 

LEITH LINKS MASTERPLAN 

Finally, the Leith Links Master Plan is also open on the consultation hub for your positive or negative comments. Please use this opportunity to add your views on how you would like to see Leith Links developed for all residents in the future.

The Leith Links Masterplan Team had a stall at Leith Gala and many members of the public visited the tent to find out more and to share their views, so now it’s your turn to do the same.

Planning Application for 57 Constitution Street

Cameron Guest House Group is seeking permission to extend its GPO hotel & cafe operation at 57 Constitution Street.

The planning application they have lodged is for the creation of 12 new bedrooms at the rear of the GPO (‘cafe with rooms’), with a new three-storey building facing onto Mitchell St.

The group and its associate companies already have very extensive property holdings and B&B establishments in the area around Leith Links, and concerns have been voiced that this proposed increase in the group’s temporary accommodation estate could have a significant impact on the local community and conservation area.

Controlled Parking Zones Phase 2 Consultation Leith

 


 

 

 

 

 

 

The City of Edinburgh Council launched Phase 2 of its consultation yesterday on proposals for Controlled Parking Zones in the Leith area including Bonnington, Easter Road and what is described as ‘West Leith’ but is actually the area between  Lochend Road and Restalrig Road, East Hermitage Place and the colonies.

If you live in these areas please take time to look at the plans for the introduction of permit holder parking, pay and display and other measures. Then make your comments known via the online survey.

Phase 1 of the consultation on parking took place in late 2019 for other areas of Leith.

CPZ Phase 2 Engagement opens Monday,15th Feb

Project Centre Limited, working on behalf of City Of Edinburgh Council, has made it known that they are undertaking an engagement exercise in this area. This exercise concerns the potential introduction of parking controls and will be starting on 15th February 2021.

CPZ – Controlled Parking Zone

This is what they say –

“The Council’s Strategic Review of Parking Review assessed parking across Edinburgh, as a means of identifying areas that might benefit from controlled parking. The outcomes from that review were reported to Committee in September 2019, with an expectation that initial consultations in each of the four proposed phases would follow throughout 2020. While the Phase 1 consultation took place in late 2019, the planned consultation for Phase 2, scheduled to take place in April 2020, was postponed as a result of Covid-19.

Phase 2 of this engagement will now take place over a four-week period starting on Monday 15th February 2021. Leaflets will be delivered to every property within the Phase 2 areas of Bonnington, Easter Road, West Leith (Lochend) and Willowbrae North. Anyone interested in the proposals will be able to view plans online, complete a questionnaire and leave comments on an interactive map on our website. We will also be holding virtual drop-in sessions for each of the areas listed above, where attendees can view the proposals, hear in more detail what is being proposed and ask questions regarding these proposals.

Some Questions to ask Manse about their Seafield Road Plans

You are of course entirely free to ask whatever you want, but here are some examples of the sort of questions we think are appropriate – please download and have a read to get ideas, and feel free to use or adapt any you feel hit the spot: Possible Questions for Manse28 Jan

Please note – At this stage, Manse is presenting a PAN (Pre-Application Notice) not an actual planning application. So their proposal is very broad-brush and lacking in specifics – this is standard, for a PAN. So there is not much  point in asking them very specific questions about eg. exactly how many parking spaces etc.

Apart from the fact that they won’t answer them anyway, going straight to specifics gives this PAN status it doesn’t have. We think it is better at this stage to highlight some of the strategic issues of design such as……maintaining and enhancing the quality of the Prom and beach, avoiding overshadowing, and negative spaces, safety on Seafield road, the need for co-ordination and delivery of social/green/transport and other infrastructure etc…..

 

Is this the right way to develop along Seafield Road?

There is an online public consultation event on Thursday 28th January, by  Manse (Seafield) LLP, between 3pm and 7pm. You can attend and give your views.

Manse are proposing to submit a planning application for the Peter Vardy Vauxhall site, at 22-25 Seafield Road, where they want to build 2 very large blocks of flats. This is not strictly speaking in the Leith Links area, but it borders on it. Any new development along there will undoubtedly impact upon the Leith Links area. We would urge you to look not only at the plans Manse bring forward, but to think about them in the wider context of what the whole Seafield Road area could become.

Is developing individual segments like this the right way to go? Or could this proposal be be seen as leading to uncoordinated piecemeal development?

Overall, Seafield is a huge site stretching from the Sewage works right along to the erstwhile bus garage at the Portobello end. We all want to see new homes built, but do we want just any old blocks of flats, or could we aspire to more, for this unique seaside site?
